This is now 44 players who will be on the 40-man once (a) players are added back to the 40-man from the IL and (b) players who have finished their contract depart to free agency.
Other potential inclusions, due to Rule 5 eligibility include Matthew Lugo, acquired in the Garcia trade, Brett Kerry, and any of several relievers (Torres, Seig, Armstrong, Nick Jones).
Assuming we protect Lugo for sure, that brings us to 45 players, so at least 5 players will either be traded, non-tendered, or DFA'd. We'll need to leave room in case we want to Rule 5 draft anyone in the Major League round. (The AAA round does not require the use of a 40-man spot.)
Who's at risk of being the victim of this round of cuts? In some order…(includes DFA and guys we might decline to make an offer to going into arbitration)
- Jack Lopez (he would be 32 next season)
- Guillo Zuniga (thoroughly underwhelming at both AAA and in the bigs)
- Andrew Wantz (might never be the same after injuries and surgery)
- Victor Mederos (stunk it up at AA and in the bigs)
- Kelvin Caceres (young with control problems, might be shakier than Mederos)
- Kenny Rosenberg (see Davis Daniel)
- Davis Daniel (see Kenny Rosenberg)
- Charles Leblanc (he's already been leapfrogged by Wagaman and might also get stuck behind Moore)
- Griffin Canning (last year of arbitration, his K/9 is way down, and his ERA/FIP are up, though he did his best to be a Chad innings eater)
- Jose Suarez (who are we getting? end-of-season Suarez, or pre-AAA Suarez?)
They could get DFA'd and still return to the organization, so it's not necessarily the end of the road for any of these guys. Any team that decides to pick someone up off waivers would have to add him to their 40-man or have to DFA that player themselves.

Outfield: Trade Ward, Sign/Trade for 2 Above Replacement Level OF’s
Infield: DFA/bench Rendon, Acquire an above replacement level 2B & 3B player via trade/FA, Acquire a MLB caliber backup SS & Catcher
Starting Pitching: Copy what the Royals did this year, (Hot take) Heavily Consider trading away Reid for the right package, Test the trade market for Anderson again, All in all acquire at least 3 SP’s
Relief Pitching: Good for the most part, acquire 1 or 2 high leverage guys that can close in case Joyce ever misses time, sign some projects to minor league deals
Perry has to hit on his FA acquisitions. That’s been his absolute worst trait as a GM. Every person you mentioned that is at risk of being cut should be cut. Most of them would not be signed to Major league deals if let go. Goes to show the lack of ML talent they have.
AND DO NOT USE THE FARM FOR MAJOR LEAGUE TALENT ACQUISITIONS. USE WHAT YOU GOT IN THE BIGS ALREADY.

I think all those guys should be DFA’d except Suarez but he should have a tight leash. Other guys that I don’t really believe in are Stefanic, Miller and Kavadas. I wouldn’t mind if Kavadas comes back but again, tight leash. Also depends on how Zuniga and Caceres look in spring training.

With Stephenson, Sandy and Wantz not being ready by spring training, I think they end up staying on the 60-day so that should clear up 3 spots. At least the first 2 will be. Don’t know how much longer Wantz will be out for.

Hoping to protect Kerry, Armstrong and Lugo. So those 3 spots should go to them.

In the other thread I had Logan, Nolan, Rengifo, Neto, Rendon, Trout, Ward, Adell and Moniak starting. Thaiss, Wags and 2 FA signings on the bench. Since they’re considering having Rendon on the bench, it could be a FA or Wags starting. Soriano, TA, JK, Suarez starting. Toss-up between Detmers and Silseth. Either one could take Saurez’s spot or Kerry could compete for a spot too. Joyce, Quijada, Burke, Contreras, Crouse, a FA and either Marte or Zef. Question marks on Caceres and Zuñiga and I’d like to see Armstrong on the 40-man at least.

Campero, Teodosio, Bachman, Lugo, Paris in AAA with Dana and Aldegheri in AA and wherever Kerry ends up. Should be 2 spots remaining with 3 guys on the 60-day IL assuming Wantz is out that long. Could also bring Fulmer back. It’d be nice to have some more vet presence in the pen since they’re all relatively young guys.
Brock Burke, Bryce Teodosio, Roansy Contreras and Niko Kavadas also easy cuts. Honestly, Jo Adell doesn’t feel like he has much of a future at the big league level. If the org had balls, Rendon.
Sandoval will immediately go back on the IL as he wont be back before mid season.
Teodosio hasnt shown anything that is worth retaining.
Canning for me stays. Worse case he takes over from Suarez as a swing man. Suarez has had opportunities for the last few years and nothing changes.
