I’m sure Quebec City could support a team, but it isn’t happening for as long as Bettman is commissioner.
Some inside sources have said, and this was years ago and to be taken with a grain of salt anyway, that the only real chance Quebec City had was if the Senators were going to relocate, when things seemed more dire for that franchise, then potentially Bettman would have entertained the idea.
But with Ottawa’s new ownership and a new arena coming downtown, that door has closed on Quebec too. And with the Arizona situation “resolved” now, I don’t really see any other team relocating anytime soon.
The NHL needs to bring back the Quebec Nordices
The first step to getting a new team in Canada is to set one up in Atlanta (see Flames and Jets) and it sounds like that is one place they are taking a serious look at.
So hang in their Quebec City!

If Atlanta gets a 3rd chance at a team and fails, ship em to Quebec City
