I think this sentence could use some editing
“Of the other five teams to equal or better that start, all but one failed to make the finals that season — and the one who didn’t, the 2002-03 Dallas Mavericks, made the Western Conference finals.”
I am guessing they mean that all but one team MADE the finals, and the one who didn’t made the WCF, but that’s not what it says
