Will Kunkel from Fox26 asked the NFL to clarify the basis for the fine and this was their answer:
“Yes, a player can give a fan a ball by handing it or lightly tossing it to him or her in the stands. A player may not throw a ball into the stands which was the case here.”
Amazing how we are on a bye, yet they finally get the fine out two weeks later. Bizarre
